Nuestro país, como muchos otros, tiene desde hace muchos años un sistema muy bueno para asignar los cupos en los diversos cuerpos colegiados, con el que se brinda a las minorías la pos¡bilidad de ser elegidos, en proporción al número de votos que hubiesen obtenido. Ese sistema lo llamamos cuociente electoral o cociente electoral y, mediante él se logra que, por ejemplo, en un Concejo encontremos 5 concejales de un partido, 3 de otro, 1 de un movimiento, 1 de otro, (...) etc. El cociente se logra al dívidir el número de votos válidos entre el número de cargos a proveerse y, así, por cada vez que ese cociente quepa en el número de votos obtenidos por un partido o movimiento, tal partido o movimiento tendrá ese número de elegidos. Los cupos sobrantes se asignan a los residuos, en estricto orden de mayor a menor. (shrink)

La siguiente reseña explora el libro más reciente del historiador Tomás Pérez Vejo, el cual se adentra en un relato de nación construido a partir de los acervos pictóricos. El imaginario visual que se construye desde las exposiciones y críticas de pintura marca un ciclo crístico de nacimientos, tormentos, liberaciones y resurrecciones, cuyo interés primordial es su poderosa impronta en la historia oficial nacional y en cómo esta permea aún el presente.

Nos proponemos analizar el pensamiento de Álvaro García Linera, uno de los intelectuales más interesantes en lengua española, y que mayor difusión está teniendo en los últimos tiempos. Para ello, tomaremos como punto de referencia cuatro de las ideas centrales dentro de la filosofía del boliviano: proyecto político, estado, hegemonía y dominación (analizando las dos últimas de manera conjunta). Comenzaremos exponiendo las influencias de García Linera, así como las peculiaridades de sus planteamientos, para centrarnos posteriormente en la etapa de (...) su producción intelectual más reciente, y acabar con una conclusión que mencionará también algunas de las críticas más importantes que se han vertido hacia el antiguo vicepresidente. On Borders asks when are borders legitimate, and it offers a new theory to answer the question. The book challenges critical and normative theories that criticize or justify borders solely in terms of identity, and instead frames borders and border legitimacy from the perspective of place and presence. Instead of thinking of borders as the exclusionary limit of identity groups, the book develops a theory of territorial jurisdictions grounded on place-specific relations, giving central roles to urban settings and the environment. A critical commentary on the article “The Epistemic Harms of Empathy in Phenomenological Psychopathology” by Lucienne Spencer and Matthew Broome (2023) is presented. The authors committed the “fallacy of ambiguous or vague definition” by incorrectly interpreting Karl Jaspers’ conceptualizations, resulting in difficulties following logical arguments and arriving at reasonable conclusions. To overcome this fallacy, the commentary provides conceptual clarifications regarding Jaspers’ empathic understanding (einfühlendes Verstehen), conceived as the foundational concept of his project to develop a phenomenologically oriented psychopathology. Jaspers initially (...) introduced this concept in the article “Die phänomenologische Forschungsrichtung in der Psychopathologie” [The Phenomenological Research Direction in Psychopathology], published in 1912, and extended in his magnum opus “Allgemeine Psychopathologie” [General Psychopathology], published in 1913. En el presente ensayo se realiza una reflexión general sobre el concepto de derecho, el método analítico y el proceso de conocimiento para después hacer algunos comentarios sobre el análisis hecho por Jorge Rodríguez del concepto de derecho en su Teoría Analítica del Derecho, así como un par de observaciones específicas sobre la fórmula Radbruch de la injusticia extrema y el no positivismo incluyente.

Mediante un lenguaje paradojal, la obra de Miguel de Unamuno plantea de modo recurrente la cuestión de Dios, especialmente en el libro Del sentimiento trágico de la vida. Lo plantea bajo dos perspectivas: la del Dios pensado y la del Dios sentido. En ambos casos se trata de un Dios personal cuyo encuentro tiene lugar por vía de la intuición vivencial y el recogimiento. Se reconocen allí coincidencias con San Juan de la Cruz, y en general, con la mística al (...) privilegiar el sentimiento frente al entendimiento, la vivencia frente a la racionalidad. (shrink)

Since Darwin, Biology has been framed on the idea of evolution by natural selection, which has profoundly influenced the scientific and philosophical comprehension of biological phenomena and of our place in Nature. This book argues that contemporary biology should progress towards and revolve around an even more fundamental idea, that of autonomy. Biological autonomy describes living organisms as organised systems, which are able to self-produce and self-maintain as integrated entities, to establish their own goals and norms, and to promote the (...) conditions of their existence through their interactions with the environment. Topics covered in this book include organisation and biological emergence, organisms, agency, levels of autonomy, cognition, and a look at the historical dimension of autonomy. The current development of scientific investigations on autonomous organisation calls for a theoretical and philosophical analysis. This can contribute to the elaboration of an original understanding of life - including human life - on Earth, opening new perspectives and enabling fecund interactions with other existing theories and approaches. ObjectiveTo provide insights on emergent ethical tensions experienced by mental health practitioners during system re-organisation, which is sufficiently grounded in empirical data at the local level to inform policy on recovery at institutional and provincial levels.MethodEthnographic methods using narrative and critical phenomenological resources over 24 months.FindingsEveryday ethical tensions emerged at the confluence of different experiences of time, for example, how a context of increasing pressure to decrease patients’ length of stay at the hospital challenged efforts to listen to and advocate (...) for what mattered to patients and maintain the integrity of interventions. In this context, practitioners drew on clinical language and that of personal recovery to strategically ‘push back’, ‘play with’ or ‘take back’ time.DiscussionExamining everyday practices through ethnographic methods can illuminate the everyday ethical tensions that arise when mental health professionals and psychiatrists grapple with, often competing, goods. Critical phenomenological resources can help expand the structural considerations in empirical ethics, excavate underground practices and raise questions about the conceptual categories undergirding normative ethics. Experiencing-with practitioners in clinical contexts as they encounter and creatively resolve ethical tensions also propose a normative ethics of possibility, to help bridge the gap between empirical and normative ethics.ConclusionFocus on the relationship between policy, temporal practices and ethics suggests a reconfiguration of time and re-imagination of ethics in institutional settings in ways that can ultimately benefit patients and professionals alike. Using the Bible in Christian ethics is often not as simple as many would expect it to be. This is particularly the case for the use of the Old Testament. Part of the challenge is the complexity of grasping the customs and norms that are reflected in the Old Testament. They are often at odds with what is acceptable in contemporary thinking. In this article, we examine the difficulty of using the Old Testament in Christian ethics by using the narrative (...) of Judah and Tamar in Genesis 38 as case study. We show that this particular text alerts us to the complex relationship between ethics and culture, not only in the world of the text, but also the world of the interpreter. Based on our analysis of the text we argue for its meta-ethical contribution to the practice of Christian ethics. We do not endeavour to resolve the perceived tension between the implied ethics of the text and that of contemporary interpreters, but view the unresolved tension as one of the text’s key contributions to the practice of Christian ethics. Este artículo analiza la poco conocida _Vida Admirable y Muerte Dichosa del Religioso Padre Gerónimo de Figueroa_ escrita por Francisco de Florencia (1689). El estudio presta especial atención a la manera cómo este texto establece una relación simbólica entre los motivos hagiográfico-medievales y contrarreformistas, la integración o exclusiones de criollos en las órdenes religiosas, el contexto situacional de las misiones en Nueva España. La investigación parte de la premisa de que la _Vida de Gerónimo de Figueroa_ permite recapacitar sobre el (...) hecho de que el individuo novohispano estaba consciente de su importancia dentro del espacio virreinal y de su influencia en las cuestiones relacionadas con la preservación/ampliación de la monarquía universal. The thesis of political theology holds that all justificatory theories of the state rely on metaphysical assumptions, rather than just empirical facts and accepted political conventions. For this reason, the thesis challenges liberal theories that justify the state on the basis of individual autonomy and popular will. The thesis is controversial because many theorists believe that metaphysical assumptions introduce decisionism – the view that a state depends on the unrestrained personal decision of a ruler – to the theory of the (...) state. But, does political theology entail decisionism? This article argues that decisionism does not follow necessarily from political theology because an omnipotent deciding sovereign is only one of many possible metaphysical assumptions in theology. It illustrates this claim with examples from the philosophy of Nicholas Cusanus and process philosophy. This conclusion challenges two different entrenched views: first, that the modern state is a continuation of theistic beliefs; and second, that metaphysical discussions have no place in contemporary normative political theory. There is a worry that the ‘major transitions in evolution’ represent an arbitrary group of events. This worry is warranted, and we show why. We argue that the transition to a new level of hierarchy necessarily involves a nonselectionist chance process. Thus any unified theory of evolutionary transitions must be more like a general theory of fortuitous luck, rather than a rigid formulation of expected events. We provide a systematic account of evolutionary transitions based on a second-order regularity of chance (...) events, as stipulated by the ZFEL (Zero Force Evolutionary Law). And in doing so, we make evolutionary transitions explainable and predictable, and so not entirely contingent after all. (shrink)

This article examines the relation between the dialectical program established in Plato’s Republic and the practice of dialectic in other dialogues, such as the Parmenides and the Theaetetus. The author argues against those scholars who have sustained a sharp distinction between an intuitive conception of knowledge and the discursive practices characteristic of Plato’s concept of dialectic. In his view, Plato has been overinterpreted from the modern perspective of the distinction between intuitive and discursive forms of knowledge. As a consequence, this (...) article also examines the relation between the dialectical practices displayed in the Parmenides and the Theaetetus and the anhypothetical condition that Plato attributes to “the principle of everything” in the Republic. The project of growing meat artificially represents for some the next best thing to humanity. If successful, it could be the solution to several problems, such as feeding a growing global population while reducing the environmental impact of raising animals for food and, of course, reducing the amount and degree of animal cruelty and suffering that is involved in animal farming. In this paper, I argue that the issue of the morality of such a project has been framed only in (...) terms of the best consequences for the environment, animals, and humans, or in terms of deontic principles. I argue that to appreciate how deep and difficult this issue is, it is necessary to consider it in terms of a virtue-oriented approach. Such an approach will reveal aspects that are not apparent, not contemplated by typical approaches, but are essential to our understanding of the morality of lab-grown meat. As I argue, evaluating the issue from a virtue-oriented perspective suggests that the project of in vitro meat should not be supported because it stems from unvirtuous motivations. (shrink)

Ethical veganism is the view that raising animals for food is an immoral practice that must be stopped because of the harm it causes to the animals, the environment, and our health. Carlo Alvaro argues the only way to stop that harm is to acquire the virtues that enable us to act justly and benevolently toward animals.

Automatic public malware analysis services provide controlled, isolated and virtual environments to analyse malicious software samples. Unfortunately, malware is currently incorporating techniques to recognize execution onto a virtual or sandbox environment; when an analysis environment is detected, malware behaves as a benign application or even shows no activity. In this work, we present an empirical study and characterization of automatic PMAS, considering 26 different services. We also show a set of features that allow to easily fingerprint these services as analysis (...) environments; the lower the unlikeability of these features, the easier for us to fingerprint the analysis service they belong to. Finally, we propose a method for these analysis services to counter or at least mitigate our proposal. (shrink)

Finding its place between the years of 1842 and 1843, this criticism emerges from within a review of the hegelian philosophy and takes is first form as a philosophical criticism of politics. Encontrando seu lugar entre os anos de 1842 e 1843 essa crítica nasce no interior de uma revisão da filosofia hegeliana e assume uma primeira forma como crítica filosófica da política. A crítica da política desenvolvida por Marx era, assim, rigorosamente, um empreendimento filosófico, mas de uma filosofia que assumia o mundo como seu objeto e se vertia para fora de si própria manifestando-se externamente como uma crítica da sociedade da época e como uma negação da política existente. Este trabajo tiene por objetivo ofrecer un análisis del argumento técnico que habitualmente se esgrime para defender el sistema de capitalización individual chileno. Se mostrará que, tras la discursividad técnica, permanecen ocultos dos asuntos íntimamente conectados que buscaremos develar: la existencia de supuestos altamente idealizados y la relación entre financiarización de la economía, privatización de la seguridad social y precarización del mercado laboral. Se argumentará que ambos aspectos dificultan la aceptación del razonamiento y se mostrará la relevancia de transparentar aquello (...) que subyace a la técnica económica. (shrink)

Todo hoy está sometido a la lógica de un mercado que tiene como nota preponderante la seducción; de ahí que lo lúdico y lo estético pretendan operar hoy en día como ejes integradores de la cultura. Embellecerse exteriormente y divertirse han devenido deberes, tanto que la gente suele sentirse avergonzada de trabajar (...) mucho y no gozar más, de no disponer de más tiempo libre para disfrutar más, con lo cual resulta evidente que seguimos viviendo bajo el signo de la desmesura: en la Modernidad vivimos para trabajar, hoy trabajamos para consumir. The view that complexity increases in evolution is uncontroversial, yet little is known about the possible causes of such a trend. One hypothesis, the Zero Force Evolutionary Law (ZFEL), predicts a strong drive toward complexity, although such a tendency can be overwhelmed by selection and constraints. In the absence of strong opposition, heritable variation accumulates and complexity increases. In order to investigate this claim, we evaluate the gross morphological complexity of laboratory mutants in Drosophila melanogaster, which represent organisms that arise (...) in a context where selective forces are greatly reduced. Complexity was measured with respect to part types, shape, and color over two independent focal levels. Compared to the wild type, we find that D. melanogaster mutants are significantly more complex. When the parts of mutants are categorized by degree of constraint, we find that weakly constrained parts are significantly more complex than more constrained parts. These results support the ZFEL hypothesis. They also represent a first step in establishing the domain of application of the ZFEL and show one way in which a larger empirical investigation of the principle might proceed. (shrink)

Se presentan los resultados parciales de una investigación realizada entre los años 2010 Y 2011 cuya pretensión fue indagar la manera cómo van emergiendo en cuanto sujetos político, los jóvenes de una universidad pública. Para ello se desarrolló un diseño cualitativo constituido por ocho fases yvive..

El presente texto, pretende colocar a discusión los conceptos de “difusión” y “divulgación” con la intención de entender su función con la filosofía mexicana. De esta manera, la crítica a estos conceptos pasará por algunas observaciones de algunos filósofos de nuestro momento y de nuestro pasado, como lo fue el filósofo de lo mexicano Emilio Uranga. En un primer momento, expongo los conceptos de difusión y divulgación con el objetivo de demostrar que estos términos no se deben entender como sinónimos. (...) En un segundo plano, teniendo en cuenta la legibilidad o función de la difusión y divulgación filosófica, recurro a la historia de la filosofía mexicana con la intensión de exponer el desarrollo de la filosofía mexicana desde los ámbitos divulgativos de mediados del siglo XX.
